Notable festivals are the Mississippi Valley Blues Festival, The Mississippi Valley Fair, and the Bix Beiderbecke Memorial Jazz Festival, dedicated to Davenport native Bix Beiderbecke.     The Davenport Public Library is pleased to announce that it is moving forward with plans for the Eastern Avenue Library, located at 60th Street and Eastern Avenue in the northeast section of the city. Joe Huberty, AIA, NCARB, LEED AP, and a partner with Engberg Anderson, Inc., has been selected as the architect for the project, with Debra Sider, AIA, as Project Leader.

    As the architects begin initial plans, they are seeking input from the community. What do you want your new library to look like? What would you like it to offer? Join us on Tuesday, August 5, at 6:00 PM in the Depot of the Grace Evangelical Free Church, located at 5520 Eastern Avenue, for a public meeting gathering your ideas! This meeting will analyze the Library and its site; discuss issues and goals; and review exterior designs.     Eleven HAPPEN Properties Nearing Completion

    Eleven properties in Davenport are seeing new life through the City of Davenport's Housing Assistance to Preserve and Protect Our Established Neighborhoods (HAPPEN) program.  Since January 2008 three properties completed the program, having achieved owner occupancy status, and eight projects have finished the construction phase.  

    Created in 2005, HAPPEN encourages the renewal and re-occupancy of abandoned structures in the city of Davenport.  To reach its goals, HAPPEN offers a financial incentive to owners and potential owners of abandoned properties.  Applicants can receive a rebate of 40% of approved project costs, up to $30,000 to rehabilitate a structure into an owner occupied home.  Since its inception over $500,000 has been allocated to projects.

     "Rehabbing properties is something we've done before," says applicant Jan Whittington regarding her property on 49th street, "It's nice to do a rehab for ourselves.  A lot of love and hard work went into it and I think we're going to enjoy it here for a long time."

    As abandoned structures, these projects may require more than the usual home renovation; many have experienced years of neglect and exposure to the elements making the renovation process a unique one.  But the result of the hard work is unmistakable.  What were once housing eyesores are now back on the road to becoming owner occupied homes and it often times has a positive effect on the surrounding homes and neighborhood.
